Is wholesaling legal in Iowa?

The short answer — Iowa

Not on your own. Iowa is the strictest drafting in the country: you must be a licensed broker, or be represented by one, to wholesale a 1–4 unit home at all — and you owe written disclosures to every party, including what you stand to make.

Rule: Iowa Code § 543B.6A (2024 Acts ch. 1040, HF 2394); Iowa Admin. Code r. 193E-22.2 · In force: Statute July 1, 2024; disclosure rule June 18, 2025 · Penalty if ignored: Civil penalty up to the greater of $10,000 or 10% of the sale price per property — the largest numeric penalty in any state's wholesaling law. If the disclosure is missing, seller or buyer may cancel before closing.

What Iowa law actually says

Iowa Code § 543B.6A says a person must be licensed as a real estate broker, or be represented by a licensed broker, to engage in wholesaling of 1–4 unit residential property. Before the deal, the wholesaler must disclose in writing to all parties the identities involved, that the wholesaler holds only an equitable interest and may not be able to convey title; the administrative rule adds a profit disclosure and a required statement that must appear word-for-word.

Do I need a license to wholesale in Iowa?

Yes. Not on your own. Iowa is the strictest drafting in the country: you must be a licensed broker, or be represented by one, to wholesale a 1–4 unit home at all — and you owe written disclosures to every party, including what you stand to make.
